UC/2022/02/6.2), effective 29 December 2022. Article 1 Objective and applicability 1. The University of Macau Parking Management Rules (hereinafter ‘these Rules’) governs the use and management of all the underground car parks and outdoor parking areas on UM campus (hereinafter the UM car parks/car parks). 2. The UM car parks principally serve UM staff, students, residents, guests and visitors. Article 2 Definition In these Rules, (1) A ‘car park’ shall refer to a building or parts thereof for the vehicle parking. (2) A ‘parking space’ shall refer to a space designated for the parking of a vehicle. (3) A ‘parking area’ shall refer to a zone of multiple parking spaces. (4) ‘Campus’ shall include all the premises or areas managed and used by UM. (5) Parking shall mean bringing a vehicle to a complete stop with the engine off during any parts of the parking period. (6) ‘The Regular Parking Area’ shall refer to a particular zone set within the Resident Car Park P7 for users other than residents to park their vehicles at a selected and fixed parking space. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 2 of 60 (7) ‘The Outdoor Parking Area’ shall refer to a paid outdoor parking area under the management of UM. Article 3 Nature and types of the UM car parks 1. The UM car parks are parking areas open to UM staff, students, residents, guests and visitors and are managed by UM. 2. The UM car parks consist of car parks in six separate underground areas and the paid outdoor parking areas around university buildings. The types and the location of entrances and exits thereof shall be as follows: (1) Visitor Car Park P1: Avenida da Vitória (Victory Avenue); (2) Staff Car Park P2: Avenida da Vitória (Victory Avenue); (3) Visitor Car Park P3: Avenida das Virtudes (Luminous Virtue Avenue) and Avenida da Vitória (Victory Avenue); (4) Staff Car Park P4: Avenida dos Antigos Alunos (Alumni Avenue); (5) Visitor Car Park P5: Rua dos Saberes (Learning Street) and Avenida da Universidade (University Avenue); (6) Visitor Car Park P6: junction of Rua dos Sábios (Scholar Street) and Avenida da Universidade (University Avenue); (7) Resident Car Park P7: Avenida dos Malmequeres (Daisy Avenue) and Avenida da Perfeição (Perfect Goodness Avenue); and (8) Outdoor parking areas: ground-level parking areas on the periphery of residential colleges and buildings and on Avenida da Saúde (Wholesome Avenue) near the UM Stadium. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes 3. CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 3 of 60 The University may, without prior notice, reserve or reallocate parking spaces for the purposes of the operation and activities of the University and the management of car parks. 4. Only vehicles authorized by the University may have access to the loading areas in the UM car parks. Such areas are indicated at the entrances thereof. Article 4 Unauthorized parking 1. Unless authorized otherwise, the following vehicles may not use the UM car parks: (1) Having more than nine seats, including the driver’s; (2) Weighing over 3.5 metric tonnes in total; (3) Higher than 2.1 metres; (4) Carrying materials that may pose hazards to the car parks, any user thereof or the vehicles parked therein, in particular toxic, unhygienic or flammable materials; and (5) Emitting exhaust exceeding the legal emission limits. 2. Unless otherwise authorized by the University, motorcycles or scooters may not be parked in the parking spaces designated for other light vehicles, and vice versa. 3. Parking is not allowed in unauthorized areas. 4. Vehicles that do not comply with the statutory requirements for driving in Macao are not allowed. 5. For general parking on campus, the following rules shall apply: (1) Do not smoke or light the flame; (2) Drivers and passengers shall leave the parking area as soon as possible after parking their vehicles; (3) Act accordingly when the UM car park personnel or police officers instruct them to stay clear of the parking area, in particular that of a car park; (4) Do not press horn without a good reason; (5) Do not wash, repair or tend to the vehicle, unless it is necessary to do so for the purpose of towing away the damaged vehicle; (6) Do not cover the front and rear registration plates of the vehicle; (7) Unless otherwise authorized, do not place any personal belongings at the parking area; and (8) Do not engage in any other activity that is not permitted by the law or these Rules. 2. When parking in car parks, users (1) shall observe the rules above for general parking; (2) shall comply with all the signs posted inside and outside the car parks, in particular those of speed limit, entry restriction and driving direction; (3) may only park their vehicles at and within the parking spaces as marked at the designated parking areas; (4) shall not park in reserved parking spaces unless authorized to do so; (5) shall switch off engines once the vehicles were parked; (6) shall follow the instructions of the car park personnel made in accordance with the law or these Rules; and The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 5 of 60 (7) shall drive away from the parking area within the time as set herein after paying the parking fees. 3. The reserved parking spaces in Item 2(4) shall be identifiable by the word ‘Reserved’, or the display of the plate numbers of the vehicles that are permitted to use the same. 4. Users shall follow relevant instructions on electric vehicle charging when using charging stations in the car parks. Parking spaces equipped with electric vehicle charging facilities are for the exclusive use by charging vehicles. Parking of other vehicles is not allowed. 5. Accessible parking spaces are for the exclusive use by vehicles holding and displaying vehicle identification cards for persons with disabilities issued by the Transport Bureau; other vehicles are not allowed to be parked at those spaces. Article 6 Categories of car parks and users 1. The car parks shall be used by these persons only: (1) Visitor Car Park P1: For UM staff, students, holders of valid campus cards and visitors; (2) Staff Car Park P2: For UM staff and authorized users; (3) Visitor Car Park P3: For UM staff, students, holders of valid campus cards and visitors; (4) Staff Car Park P4: For UM staff and authorized users; (5) Visitor Car Park P5: For UM staff, students, holders of valid campus cards and visitors; (6) Visitor Car Park P6: For UM staff, students, holders of valid campus cards and visitors; (7) Resident Car Park P7: (a) The Resident Parking Area: For UM residents and authorized users; and (b) The Regular Parking Area: For UM staff, students and authorized users; The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 6 of 60 (8) Outdoor parking areas: (a) Ground-level parking areas on the periphery of residential colleges and buildings: For users authorized by the department responsible for vehicle parking management; and (b) Ground-level parking areas on Avenida da Saúde (Wholesome Avenue) near the UM Stadium: For UM staff, students and authorized users. 2. UM may change the types of the aforesaid car parks where operational need arises. Article 7 Types of parking permit Depending on their need, the car park users may apply for and use the following types of parking permit: (1) UM staff: Regular ticket and monthly pass; (2) UM students: Regular ticket and monthly pass; (3) UM residents: Monthly pass; (4) Holders of valid campus cards: Regular ticket and monthly pass; and (5) Visitors: Regular ticket. Article 8 Monthly pass 1. Monthly pass holders may use the UM car parks other than Visitor Car Park P1 with no restriction on the frequency of the parking of their vehicles in the month for which the pass is valid. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes 2. CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 7 of 60 Save those in the Regular Parking Area in Resident Car Park P7, parking spaces are available on a first-come, first-served basis and this principle shall also apply to monthly pass holders; that is to say, they are not guaranteed the availability of parking spaces. 3. Monthly passes shall be non-transferrable. The University reserves the right to revoke forthwith the monthly pass of any person found having transferred the same and the person concerned may not reapply for another monthly pass within one year. 4. Without prejudice to Item 5 below, UM staff, students and holders of valid campus cards who hold valid Macao driving licenses may each apply for only one monthly pass for light vehicle other than motorcycle and scooters, or one monthly motorcycle/scooter pass. Without prejudice to Item 5 or otherwise allowed, UM residents may apply for no more than two monthly passes per household for any combination of the aforesaid vehicles. 5. UM staff, students and authorized persons may also each apply for one additional monthly pass for light vehicles other than motorcycles and scooters, to be used for the Regular Parking Area (see requirements in Appendix II). 6. Individuals with more than one eligible status may choose to apply with only one status. 7. UM may determine the number of monthly passes to be issued according to the demand and supply of parking spaces. Apply to UM for a pass. 2. The maximum validity of a staff monthly pass and a student monthly pass shall be 12 months and 6 months, respectively. 3. The monthly pass shall be renewed before its expiry date. The maximum validity of the renewed pass corresponds to that stipulated in Item 2. 4. Present the pass for reading by the card reader at the car park entrance. 5. Cancel the pass with the University if it is no longer in use. 6. Unless otherwise authorized, one monthly pass is for registration of one vehicle only and each vehicle may only be registered under one monthly pass. The vehicle to be registered shall meet legal requirements for driving in Macao. 7. Unless otherwise authorized, the vehicle registered shall be owned by the monthly pass holder, or by his/her spouse or first degree relatives by consanguinity or by affinity, who shall authorize the pass holder to use the vehicle. 8. The monthly pass is for the use of the registered vehicle only. If there is a change in vehicle, the requirements in Item 7 shall be fulfilled and relevant procedures completed with UM in advance. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes 9. CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 9 of 60 An hourly charging for a regular ticket, and Article 10 and Article 11 shall apply in case of parking of an unregistered vehicle by a monthly pass holder. 10. Parking of a vehicle at the car parks beyond the expiry date of the monthly pass shall be charged on an hourly basis as for a regular ticket. Renewal of the monthly pass will only be allowed after the fees have been paid and the vehicle removed from the car parks. 11. UM reserves the right to suspend or invalidate a monthly pass if the holder is found in contravention of these rules. Article 10 Rules for regular ticket users 1. Car park users, save the monthly pass holders, shall obtain a regular ticket from the automatic devices or gain access through electronic payment at the car park entrance. 2. Drivers shall drive away from the car parks within 15 minutes after they have paid the parking fees at the shroff. 3. Drivers shall be charged extra fees if after having paying the fees their vehicles still stay in the car parks in question longer than the 15 minutes stated above, and the fees chargeable shall be in proportion to the length of excess time. 4. E-payment is available at visitor car parks. Drivers should ensure that the registered information of their vehicles is correct and that their e-account balance is sufficient to cover the parking fees. Parking fee schemes shall be as follows: (1) For light vehicles other than motorcycles and scooters: (a) Regular day ticket; (b) Regular night ticket; (c) P1 regular day ticket, P1 regular night ticket, and P1 regular midnight ticket; and (d) Monthly pass. (2) For motorcycles and scooters: (a) Regular day ticket; (b) Regular night ticket; (c) P1 regular day ticket, P1 regular night ticket, and P1 regular midnight ticket; and (d) Monthly pass. (3) For vehicles using the loading areas: (a) Regular day ticket; (b) Regular night ticket; and (c) P1 regular day ticket, P1 regular night ticket, and P1 regular midnight ticket. 2. The parking hours for regular day tickets are from 8:00 a.m. to 8:00 p.m.; regular night tickets 8:00 p.m. to 8:00 a.m. of the following day; P1 regular day tickets 7:00 a.m. to 8:00 p.m.; P1 regular night ticket 8:00 p.m. to 12:00 a.m.; and P1 regular midnight tickets 12:00 a.m. to 7:00 a.m. 3. These users shall present their valid campus cards at the shroff and pay the fees according to their status as staff or students. (b) Monthly passes are available for UM staff, students, residents, holders of valid campus cards, or authorized persons (see Appendix I: Parking charge scheme). Unless authorized otherwise, monthly passes shall not be used for Visitor Car Park P1. (2) Motorcycles and scooters: (a) The users of regular tickets, i.e. day time, night time and P1 day, night and midnight, shall be charged by the hour or any part thereof (see Appendix I: Parking charge scheme). These users shall present their valid campus cards at the shroff and pay the fees according to their status as staff or students. (b) Monthly passes are available for UM staff, students, residents, holders of valid campus cards or authorized persons (see Appendix I: Parking charge scheme). Unless authorized otherwise, monthly passes shall not be used for Visitor Car Park P1. (3) Vehicles using the loading areas: (a) The users of regular day tickets shall be charged by the hour or any part thereof (see Appendix I: Parking charge scheme); (b) The users of regular night tickets shall be charged by the hour or any part thereof (see Appendix I: Parking charge scheme); or (c) The users of P1 regular day, night and midnight tickets shall be charged by the hour or any part thereof (see Appendix I: Parking charge scheme). 4. All fees paid are non-refundable, including but not limited to the fees for the monthly pass, prepaid monthly pass, regular ticket and administration overheads. 5. The longest parking time for different types of parking permit shall be as follows: (1) Eight consecutive days for regular tickets and monthly pass, save Visitor Car Park P3 and Resident Car Park P7; (2) Twenty four consecutive hours for regular tickets and monthly pass in Visitor Car Park P3; (3) Unlimited parking time for residents on monthly passes for Resident Car Park P7 or other car parks as allowed; or (4) Unlimited parking time for the holders of the monthly passes for the Regular Parking Area. 2. After the maximum parking duration as stipulated in Item 1(1) is reached, subsequent parking will be charged at an hourly rate applicable to the regular ticket for visitors, where a partial hour will be charged as a full hour (see Appendix I). These charges apply to monthly pass and regular ticket holders and not to users of reserved parking spaces and other authorized users. 3. After the maximum parking duration as stipulated in Item 1(2) is reached, subsequent parking will be charged at an hourly rate, where a partial hour will be charged as a full hour (see ‘Other charges’ in Appendix I). These charges apply to monthly pass and regular ticket holders and not to users of reserved parking spaces and other authorized users. 4. Where parking is longer than the aforementioned maximum time in Item 1, UM may request the assistance of the Public Security Police Force. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 13 of 60 Article 13 Keeping and replacing regular tickets and monthly passes 1. Regular tickets and monthly passes, which are to be read for identification by the reading devices installed at entrances and exits of the car parks, should be kept properly. Any failed reading by the said devices should be reported to UM immediately for the ticket or pass replacement. 2. Where a regular ticket is lost or inoperable, the holder thereof shall be liable for a charge equivalent to 24 hours of visitor parking per day. 3. Where a monthly pass is lost or inoperable, the holder thereof should report the matter to UM immediately for replacement and pay the fee in accordance with Appendix I. Article 14 Using the loading areas 1. Permission to use the loading areas shall be sought from UM in advance. 2. Drivers shall follow the instructions of the UM staff on duty and park their vehicles in the parking spaces designated for goods loading or unloading. 3. After finishing goods loading or unloading, the drivers shall drive away forthwith from the loading areas. 4. Without permission obtained in the fashion as mentioned in Item 1, UM may refuse the vehicles concerned from entering the loading areas. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 14 of 60 Article 15 Obligations of the UM car park users 1. Users shall comply with the road traffic law and these Rules, observe the signage, as well as follow the instructions of the car park staff on duty who give the same in accordance with the law and these Rules. 2. Users shall remove their vehicles from the car parks before the Tropical Cyclone Signal No. 8 or above is hoisted. Otherwise, the users shall be liable for any damages incurred. 3. Users should take care of their personal belongings and avoid leaving valuable items inside parked vehicles. UM shall not be held responsible or liable for theft thereof. Article 16 Abuse of car parking 1. The following practices shall be taken as abuses: (1) Parking time exceeding what is allowed in Art 12 above; (2) Parking in reserved spaces; (3) Non-electric cars occupying electric vehicle charging stations in the car parks; (4) Parking in accessible parking spaces without displaying the identification cards for persons with disabilities; (5) Obstructing or hindering other vehicles from accessing the parking spaces or acting in such a way as to hinder the normal operation of the car parks; or (6) One vehicle occupying more than one parking space. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes 2. If the driver or owner of the vehicle fails to remove the vehicle in question, UM may request the force to tow the vehicle away. 3. The owners concerned shall be liable for all the expenses or losses incurred from the impounding, towing away or storage of these vehicles. 4. Those who fail to comply with Item 1(1) above may be disallowed from using the car parks. If the registration of the vehicle concerned has been cancelled, UM may, through the court, declare to have acquired by occupation the ownership of the vehicle as a way to handle abusive parking. Article 17 Notices Notices are posted near and around the entrances and shroff offices of the car parks indicating the terms and conditions for using the car parks, maximum parking time and the consequences of the non-compliance therewith, parking hours and rates, as well as the currency of payment or other methods of payment, if any. Article 18 Proceeds Fees chargeable under these Rules shall be taken as the revenue of UM. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 Page 16 of 60 Article 19 Traffic accidents Traffic accidents occurring in the UM car parks shall be handled in accordance with the law of the Macao SAR. Article 20 Staff, documentation, hygiene, security and facilities maintenance 1. The UM car park staff shall wear uniforms and carry identification badges as approved by UM. 2. UM shall be responsible for the documentation and record filing in respect of the usage and management of UM car parks. 3. For management of the parking facilities in the car parks, UM collects the following information: registration plate, parking location and entry and exit time of car park users; personal data and valid driving license information of the monthly pass applicant, proofs of the applicant’s vehicle use rights and relationship with the vehicle owner, etc. All personal information collected will be handled in accordance with the personal data protection law and the University's privacy policy. 4. The pass may only be used for the parking of the registered vehicle at the chosen parking space at Resident Car Park P7. 3. Under Art 3(3) and Art 6(2) of these Rules, Resident Car Park P7 is divided into two parking areas: one for the UM residents, and the other with regular parking spaces which are also open to users other than residents. 2. Save what is prescribed in Art 8(4) of these Rules, UM staff, students and authorized users may each apply for an additional monthly pass to be used for the parking of their vehicles at the Regular Parking Area. 3. The pass at the value of the multiple of six monthly passes shall be used for the lease of a parking space for a six-month period and the selection thereof shall be on a first-come, first-served basis. 4. Refer to Appendix I for the charge fee. 5. Fees shall be non-refundable; 6. The monthly pass holders should drive direct along the nearby private university road to the Regular Parking Area of the P7 car park and park their vehicles within the assigned space and drive away from the car park along the nearby private university road. 7. 為適用本規條的規定，下列用詞的定義為： （一） “停車場”是指供車輛停泊的樓宇或樓宇的部分。 （二） “泊車位”是指專供車輛停泊的地方。 （三） “泊車處”是指有多個泊車位的劃定範圍。 （四） “大學範圍”是指所有由澳門大學負責管理及使用的物業及區域。 （五） “泊車”是指車輛不移動，但並非停車。 （六） “定位泊車區”是指在住客停車場 P7 內所劃定的泊車處，在該泊車處車 輛須停泊在預先指定的車位，其使用者不限於校內住客。 （七） “戶外泊車處”是指位於大學管理範圍內的戶外收費泊車處。 第三條 性質及類別 一、 澳門大學停車場是為澳門大學的教職員、學生及校內住客、賓客及訪客提供 泊車服務的泊車處，由澳門大學負責管理。 二、 澳門大學停車場包括由六個獨立的地底建築物構成的停車場及大學建築物周 邊的戶外收費泊車處，其類別、入口及出口分別為： （一） 訪客停車場 訪客：普通票。 第八條 月票 一、 除訪客停車場 P1 外，使用月票者，可在有關月份內使用澳門大學停車場，不 受進入停車場次數限制。 二、 除住客停車場 P7 之定位泊車區外，車位之使用按照“先到先得”原則處理，月 票持有人亦然。澳門大學並不保證有足夠泊車位供所有月票持有人使用。 三、 月票不得轉讓；轉讓月票者，校方有權即時收回月票，一年內不能再申請。 四、 持本地有效駕駛資格之澳門大學教職員、學生及持有有效校園卡人士每人最 多可申請一張輕型汽車月票或一張重型及輕型摩托車月票，但下款之情況則 不在此限；澳門大學校內住客每戶最多可申請兩張月票，包括輕型汽車月票 或重型及輕型摩托車月票，但獲准許無須遵守月票上限者除外，且下款之情 況則不在此限。 五、 澳門大學教職員、學生及獲准許者每人尚可額外申請一張輕型汽車定位泊車 區月票（見附件二之規定）。 六、 職員月票申請有效期最多為十二個月，學生月票則最多為六個月。 三、 月票使用者應於月票到期日前進行續期申請，續期後的月票有效期上限與上 款相同。 四、 月票使用者應在停車場出入口處出示月票讀卡以進場。 五、 月票使用者不再使用月票時應向澳門大學辦理註銷月票。 六、 每張月票只可登記一台車輛，而每台車輛只可同時登記於一張月票上，但獲 准許者除外。所登記之車輛必須為本地合法可駕駛之車輛。 七、 月票登記之車輛必須為月票持有人所擁有，或其配偶、第一親等直系血親或 姻親所擁有且授權予月票申請者使用，但獲准許者除外。 八、 月票僅供所登記之車輛使用，如更換車輛，同樣須符合上述第七款規定並提 前向澳門大學辦理相關手續。 九、 月票使用者若使用非登記之車輛泊車，須按普通票方式按時收費，且適用於 第十條及第十一條之規定。 十、 倘月票逾期後仍停泊在停車場，須按普通票方式按時收費，月票使用者須支 付相關費用及把車輛駛離停車場，方可辦理續期。 十一、 月票使用者如違反本規條之條文，大學有權暫停或取消其使用月票之資格。 第十條 停車場普通票使用者應遵守的規定 一、 有意使用澳門大學停車場之駕駛者，應從設於入口處之自動裝置取得進入停 車場的普通票或以電子支付方式取得進入權限，但持有月票者除外。 The University of Macau The University of Macau 收費適用於月票及普通票，但留用車位及獲准許者除外。 四、 第一款所指的期限屆滿後，澳門大學可要求治安警察局協助處理。 第十三條 普通票及月票的保存及換發 一、 普通票及月票應妥善保存，以便泊車處的出入口處的裝置能辨識之；任何使 用人如發現普通票或月票不能被有關裝置辨識，應立即通知澳門大學，以便 將之換發。 二、 遺失或致使普通票不能使用者，須繳付相當於每日停泊車輛二十四小時之訪 客泊車費用。 三、 遺失或致使月票不能使用者，持票人應立即通知澳門大學，並辦理補領手續 及按附件一收費金額繳交費用。 第十四條 在裝卸貨區應遵守的規定 一、 有意使用裝卸貨區者，必須事先向澳門大學申請，以取得有關許可。 二、 駕駛員應遵守澳門大學當值人員的指示，將其車輛適當停泊在裝卸貨區劃定 的車位進行裝卸貨。 The University of Macau The University of Macau 裝卸貨完畢後，駕駛員應立即將車輛駛離裝卸貨區。 四、 沒有第一款所指許可的車輛，澳門大學可拒絕其進入裝卸貨區。 第十五條 澳門大學停車場使用者的義務 一、 澳門大學停車場使用者應遵守道路交通法及本規條的規定，並應遵守有關標 誌的指示，以及泊車處當值人員根據法律及有關規條所作的指示。 二、 於懸掛八號或以上熱帶氣旋信號前，澳門大學停車場使用者若不將車輛駛離 停車場，須自行負責任何因此而導致的損失。 三、 澳門大學停車場使用者須妥善管理個人財物，停泊期間避免放置貴重物品於 車內。如有失竊，澳門大學將不負任何責任。 第十六條 停車場的濫泊 一、 下列情況視為濫泊： （一） 泊車時間超過第十二條規定的泊車期間的上限； （二） 在留用車位泊車； （三） 非電動車輛在停車場內設之電動車充電站泊車； （四） 沒有張貼合資格之證明下佔用無障礙車位泊車； （五） 將車輛停泊於阻礙或妨礙其他車輛進出泊車位的地點，或以任何方式妨 礙停車場的正常運作； （六） 一輛車佔用多個泊車位。 二、 對於濫泊，澳門大學可要求治安警察局協助處理，如有關車輛的駕駛者或所 有人仍未將車輛駛離停車場，澳門大學可要求治安警察局將車輛移走。 三、 因鎖車、移走或存放車輛而引致的開支以及由此造成的損失，均由有關車輛 的所有人負責。 The University of Macau 使用條件、准許泊車的期間上限及違反有關上限的後果、收費時段、適用的收費及可 用作支付費用的貨幣或倘適用的其他付款方式。 第十八條 費用的歸屬 根據本規條收取的費用屬澳門大學的收入。 第十九條 交通事故的處理 停車場內發生的交通事故按澳門特別行政區法例處理。 第二十條 人員、記錄、衛生、保安及設備的保養 一、 在澳門大學停車場服務之人員，應穿著專有的制服及配戴識別證件，其式樣 由澳門大學核准。 二、 五、 所有費用一經收取，將不予退回。 六、 月票使用者經鄰近住客停車場 P7 之大學私家路路閘進入校園後，須直接進入住客停車 場 P7 及僅可停泊在已選定之車位內；離開停車場後亦須直接經鄰近住客停車場 P7 之 大學私家路路閘駛離大學私家路段。 七、 經發現月票使用者停泊於非選定車位或違泊於澳門大學任何範圍，澳門大學可禁止違 反者使用澳門大學停車場，且有權即時中止月票之使用。 八、 A presente norma regula a utilização e a gestão dos Auto-Silos subterrâneos e dos parques de estacionamento ao ar livre no campus da Universidade de Macau (doravante “AutoSilos da Universidade de Macau”). 2. Os Auto-Silos da Universidade de Macau são utilizados, principalmente, pelos docentes, funcionários e estudantes da Universidade de Macau, pelos residentes no campus da Universidade de Macau e pelos convidados e visitantes. Artigo 2.º Definições Para efeitos de aplicação da presente norma, considera-se: 1) “Auto-Silo”, edifício ou fracção de edifício, que tem como finalidade o estacionamento de veículos. 2) “Lugar de estacionamento”, local exclusivamente destinado ao estacionamento de veículos. 3) “Parque de estacionamento”, área delimitada que compreende vários lugares de estacionamento. 4) “Área da Universidade”, todos os prédios e zonas sob a gestão da Universidade de Macau e destinados à utilização da mesma instituição. 5) “Estacionamento”, imobilização de um veículo que não constitua paragem. The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 (Port) 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 (Port) Page 39 of 60 6) “Área de Lugares de Estacionamento Previamente Atribuídos”, área delimitada no Auto-Silo para Residentes P7, em que os lugares de estacionamento são atribuídos a utilizadores que podem ou não ser residentes no campus. 7) “Parque de estacionamento ao ar livre”, parque de estacionamento ao ar livre tarifado sito na área sob a gestão da Universidade. Artigo 3.º Natureza e Tipos 1. Os Auto-Silos da Universidade de Macau são parques de estacionamento sob a gestão da Universidade de Macau, que prestam serviços de estacionamento aos docentes, funcionários e estudantes da Universidade de Macau, aos residentes no campus da Universidade de Macau e aos convidados e visitantes. 2. Os Auto-Silos da Universidade de Macau incluem seis construções subterrâneas independentes, assim como parques de estacionamento ao ar livre tarifados nas zonas envolventes dos edifícios da Universidade, com as categorias abaixo indicadas e cujas entradas e saídas efectuam-se pelos seguintes locais: 1) Auto-Silo para Visitantes P1: pela Avenida da Vitória; 2) Auto-Silo para Trabalhadores P2: pela Avenida da Vitória; 3) Auto-Silo para Visitantes P3: pela Avenida das Virtudes e pela Avenida da Vitória; 4) Auto-Silo para Trabalhadores P4: pela Avenida dos Antigos Alunos; 5) Auto-Silo para Visitantes P5: pela Rua dos Saberes e pela Avenida da Universidade; 6) Auto-Silo para Visitantes P6: pelo cruzamento entre a Rua dos Sábios e a Avenida da Universidade; 7) Auto-Silo para Residentes P7: pela Avenida dos Malmequeres e pela Avenida da Perfeição; The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 (Port) 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 (Port) Page 40 of 60 8) Parques de estacionamento ao ar livre: incluindo os parques de estacionamento ao nível do rés-do-chão no exterior dos colégios residenciais e dos edifícios, assim como o parque de estacionamento ao nível do rés-do-chão na Avenida da Saúde, junto ao Estádio da UM. 3. A Universidade de Macau pode, tendo em conta as necessidades do seu funcionamento, das actividades a organizar e da gestão dos Auto-Silos, reservar lugares de estacionamento ou alterar a atribuição dos mesmos, sem aviso prévio. 4. Os Auto-Silos da Universidade de Macau dispõem de uma área reservada a carga e descarga de mercadorias, devidamente identificada à entrada, cujo acesso é reservado a veículos devidamente autorizados pela Universidade de Macau. Artigo 4.º Estacionamento Não Autorizado 1. Salvo autorização especial da Universidade de Macau, é proibida a utilização dos AutoSilos da Universidade de Macau por veículos com as seguintes características: 1) Veículos com capacidade superior a 9 passageiros sentados, incluindo o condutor; 2) Veículos com peso bruto superior a 3,5 toneladas; 3) Veículos com altura superior a 2,1 metros; 4) Veículos que, pelo tipo de carga que transportem, possam pôr em risco a segurança dos Auto-Silos, de veículos neles estacionado ou de qualquer utilizador, nomeadamente por transportarem produtos tóxicos, insalubres ou inflamáveis; 5) Veículos com emissão de gases em nível superior ao limite legalmente fixado. 2. Salvo com obtenção de autorização especial da Universidade de Macau, é proibida a utilização da zona de estacionamento de automóveis ligeiros pelos motociclos e ciclomotores, ou vice-versa. 3. Pode ser recusada ao infractor do disposto no número anterior a utilização das instalações de estacionamento no campus. Artigo 5.º Disposições a Observar pelos Utilizadores dos Auto-Silos da Universidade de Macau 1. Os utilizadores devem observar as seguintes disposições na utilização de parques de estacionamento gerais dentro do campus: 1) É proibido fumar ou foguear; 2) O condutor e os ocupantes do veículo devem sair, de imediato, do parque, após o estacionamento do veículo; 3) É proibida a permanência de pessoas no interior dos parques, em particular dos edificados nos Auto-Silos, desde que tal indicação tenha sido dada pelo pessoal em serviço no parque ou pelo agente do Corpo de Polícia de Segurança Pública; 4) É proibido buzinar sem fortes razões justificativas; 5) É proibida a realização de operações de limpeza, de reparação ou de arranjo de veículos, com excepção das estritamente necessárias à remoção do veículo em caso de avaria; 6) É proibido cobrir as chapas de matrícula dianteira e traseira de veículos com qualquer objecto; 7) É proibida a colocação de quaisquer objectos pessoais nos parques de estacionamento, salvo quando autorizado; 8) Outras proibições nos termos legais. 2. Os utilizadores devem observar as seguintes disposições na utilização de parques de estacionamento dos Auto-Silos: 1) Cumprir as disposições gerais de utilização dos parques de estacionamento; The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 (Port) 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 (Port) Page 42 of 60 2) Obedecer à sinalização existente dentro e fora dos Auto-Silos, nomeadamente à sinalização respeitante a limitações de velocidade, a restrições de entrada e a sentidos de circulação; 3) Estacionar o veículo somente nos locais expressamente indicados para o efeito e assegurar que o veículo fique dentro das linhas indicadas para o espaço de estacionamento; 4) Não estacionar o veículo em lugar indicado como “reservado”, com excepção dos veículos autorizados; 5) Desligar o motor do veículo logo que estacionado; 6) Obedecer a todas as indicações dadas pelo pessoal em serviço nos Auto-Silos, nos termos legais; 7) Retirar o veículo do parque após o pagamento da respectiva tarifa, no prazo fixado na norma dos Auto-Silos. 3. Para efeitos da alínea 4) do número anterior, considera-se “reservado” o lugar como tal assinalado ou aquele que esteja identificado com o número da matrícula do veículo ou do veículo autorizado. 4. Na utilização das estações de carregamento de veículos eléctricos nos Auto-Silos, devem ser seguidas as orientações relativas ao carregamento. Os lugares de estacionamento com instalações de carregamento destinam-se exclusivamente para o carregamento de veículos. Caso não esteja a ser efectuado carregamento, é proibido o estacionamento. 5. As categorias dos Auto-Silos da Universidade de Macau e os respectivos utilizadores são: 1) Auto-Silo para Visitantes P1: para a utilização dos docentes, funcionários, estudantes da Universidade de Macau, titulares do cartão do campus válido e dos visitantes; 2) Auto-Silo para Trabalhadores P2: para a utilização dos docentes e funcionários da Universidade de Macau e das pessoas autorizadas; 3) Auto-Silo para Visitantes P3: para a utilização dos docentes, funcionários, estudantes da Universidade de Macau, titulares do cartão do campus válido e dos visitantes; 4) Auto-Silo para Trabalhadores P4: para a utilização dos docentes e funcionários da Universidade de Macau e das pessoas autorizadas; 5) Auto-Silo para Visitantes P5: para a utilização dos docentes, funcionários, estudantes da Universidade de Macau, titulares do cartão do campus válido e dos visitantes; 6) Auto-Silo para Visitantes P6: para a utilização dos docentes, funcionários, estudantes da Universidade de Macau, titulares do cartão do campus válido e dos visitantes; 7) Auto-Silo para Residentes P7: (1) Área de Estacionamento para Residentes: para a utilização dos residentes no campus da Universidade de Macau e das pessoas autorizadas; (2) Área de Lugares de Estacionamento Previamente Atribuídos: para a utilização dos docentes, funcionários, estudantes da Universidade de Macau e das pessoas autorizadas; 8) Parques de estacionamento ao ar livre: (1) Parques de estacionamento ao nível do rés-do-chão no exterior dos colégios residenciais e dos edifícios: para a utilização por pessoas com a necessária autorização emitida pelos departamentos responsáveis pela gestão dos parques de estacionamento; The University of Macau The University of Macau Parking Management Rules Document code: Approval date: Effective date: Supersedes CMDO-SFS.04/201606/200.r02 (Port) 2 December 2021 10 December 2021 CMDO-STS.04/201606/200.r02 (Port) Page 44 of 60 (2) Parque de estacionamento ao nível do rés-do-chão na Avenida da Saúde, junto ao Estádio da UM: destinado a funcionários, estudantes e a pessoas autorizadas pela Universidade de Macau. 2. Atendendo às necessidades do seu funcionamento, a Universidade de Macau pode alterar a categoria de utilizadores aos quais os Auto-Silos referidos no número anterior se destinam. Artigo 7.º Tipos de Cartões de Estacionamento Os utilizadores dos Auto-Silos da Universidade de Macau podem requerer e utilizar os seguintes tipos de cartões de estacionamento, consoante as respectivas necessidades: 1) Docentes e funcionários da Universidade de Macau: bilhete simples e passe mensal; 2) Estudantes da Universidade de Macau: bilhete simples e passe mensal; 3) Residentes no campus da Universidade de Macau: passe mensal; 4) Titulares do cartão do campus válido: bilhete simples e passe mensal; 5) Visitantes: bilhete simples. Artigo 8.º Passe Mensal 1. O passe mensal permite a utilização dos Auto-Silos da Universidade de Macau, com excepção do Auto-Silo para Visitantes P1, sem limite de frequência de entrada nos mesmos, para o mês em que é válido. 2. O passe mensal é intransmissível e ao infractor desta disposição a Universidade de Macau tem o direito de exigir devolução imediata do respectivo passe e de rejeitar qualquer requerimento adicional do passe mensal no prazo de um ano. 4. Cada docente, funcionário, estudante da Universidade de Macau ou titular do cartão do campus válido, com habilitação de condução local válida, pode requerer, no máximo, um passe mensal para automóveis ligeiros ou para motociclos e ciclomotores, salvo nas situações previstas no número seguinte; cada unidade familiar residente no campus da Universidade de Macau pode requerer, no máximo, dois passes mensais, para automóveis ligeiros ou para motociclos e ciclomotores, salvo nas situações previstas no número seguinte e com excepção das pessoas que estejam isentas do número máximo de passes mensais acima referido. 5. Cada docente, funcionário, estudante da Universidade de Macau e pessoa autorizada pode ainda requerer um passe mensal para o estacionamento de automóveis ligeiros na Área de Lugares de Estacionamento Previamente Atribuídos (vide o disposto no Anexo II). 6. Para o efeito do requerimento do passe mensal, os indivíduos que possuam, simultaneamente, mais do que uma qualidade admissível, apenas podem escolher uma dessas qualidades. 7. O requerente do passe mensal deve submeter um requerimento à Universidade de Macau para obter, pela primeira vez, esse passe. 2. O requerimento do passe mensal para trabalhadores é válido até 12 meses, sendo o passe mensal para estudantes válido por um período máximo de 6 meses. 3. O titular do passe mensal deve efectuar o respectivo pedido de renovação antes da data de expiração do passe, sendo a validade máxima do passe renovado igual ao disposto no número anterior. 4. O titular do passe mensal deve apresentá-lo para a respectiva leitura, à entrada dos AutoSilos. 5. O titular do passe mensal que deixe de o utilizar deve efectuar o seu cancelamento junto da Universidade de Macau. 6. Admite-se o registo de apenas um veículo para cada passe mensal, não sendo permitido que um veículo seja registado junto de mais de um passe mensal em simultâneo, salvo com obtenção de autorização especial. O veículo registado deverá satisfazer as disposições legais de circulação em Macau. 7. O veículo registado junto de um passe mensal deve ser propriedade do titular do passe ou do seu cônjuge, parentes ou afins no primeiro grau da linha recta, que tenham autorizado a utilização pelo requerente do passe, salvo com obtenção de autorização especial. 8. O passe mensal destina-se ao uso exclusivo do veículo registado. Em caso de substituição, dever-se-á satisfazer o disposto no n.º 7 e realizar, com antecedência, as respectivas formalidades junto da Universidade de Macau. 9. O titular do passe mensal que estacione um veículo não registado deverá pagar uma tarifa horária, sob a forma de bilhete simples, aplicando-se o disposto nos artigos 10.º e 11.º. 10. A Universidade reserva-se o direito de suspender ou cancelar o passe mensal ao respectivo titular que infrinja as disposições desta norma. Artigo 10.º Disposições a Observar na Utilização do Bilhete Simples dos Auto-Silos 1. O condutor, sem passe mensal, que pretenda utilizar os Auto-Silos da Universidade de Macau, deve obter um bilhete simples no distribuidor automático instalado à entrada dos Auto-Silos ou obter direito de acesso por meios de pagamento electrónico. 2. Após o pagamento da tarifa devida pela utilização dos Auto-Silos da Universidade de Macau, na caixa de pagamento, o condutor deve, no período máximo de quinze minutos, retirar o veículo dos Auto-Silos. 3. Ultrapassado o período previsto no número anterior, o condutor deve pagar uma tarifa de estacionamento correspondente ao tempo de permanência em excesso. 4. O condutor que utilize os Auto-Silos para Visitantes pode pagar a tarifa de estacionamento por meios electrónicos, devendo assegurar que os dados do veículo registado estão correctos e que o valor do saldo da conta electrónica é suficiente para pagar a tarifa de estacionamento. O condutor deve estar familiarizado com os termos e condições de utilização de plataformas de pagamento electrónico. Artigo 11.º Tarifas 1. O bilhete simples diurno destina-se ao estacionamento durante o período entre as 8h00 horas e as 20h00 horas, o bilhete simples nocturno destina-se ao estacionamento durante o período entre as 20h00 horas e as 8h00 horas do dia seguinte. O bilhete simples diurno do Auto-Silo P1 destina-se ao estacionamento durante o período entre as 7h00 horas e as 20h00 horas, bilhete simples nocturno do Auto-Silo P1 destina-se ao estacionamento durante o período entre as 20h00 horas e a meia-noite e o bilhete simples de meia-noite do Auto-Silo P1 destina-se ao estacionamento durante o período entre a meia-noite e as 7h00 horas do dia seguinte. 3. Os docentes, funcionários e estudantes da Universidade de Macau, ao apresentarem o respectivo cartão do campus válido, pagam a tarifa de estacionamento de acordo com o valor estipulado para o bilhete simples da respectiva categoria de utilizadores. (2) O passe mensal é destinado aos docentes, funcionários, estudantes, residentes no campus, titulares do cartão do campus válido e às pessoas autorizadas, estando os respectivos preços previstos no Anexo I. O passe mensal não pode ser utilizado no Auto-Silo para Visitantes P1, com excepção dos utilizadores autorizados. 2) Motociclos e ciclomotores: (1) No caso do bilhete simples diurno, do bilhete simples nocturno e dos bilhetes simples diurno, nocturno e da meia-noite do Auto-Silo P1, a tarifa é paga conforme as horas, ou fracção de hora, de estacionamento (vide as tarifas constantes do Anexo I). Os docentes, funcionários e estudantes da Universidade de Macau, ao apresentarem o respectivo cartão do campus válido, pagam a tarifa de estacionamento de acordo com o valor estipulado para o bilhete simples da respectiva categoria de utilizadores. (2) O passe mensal é destinado aos docentes, funcionários, estudantes, residentes no campus, titulares do cartão do campus válido e às pessoas autorizadas, estando os respectivos preços previstos no Anexo I. Uma vez cobradas, não há lugar ao reembolso de quaisquer tarifas, incluindo, mas não se limitando a, passes mensais em utilização, passes mensais pagos em antecipação, bilhetes simples e taxas administrativas. 5. A Universidade de Macau tem o direito de alterar as tarifas referidas no número anterior. Artigo 12.º Período Máximo de Estacionamento 1. O período máximo de estacionamento permitido nos Auto-Silos da Universidade de Macau, para os diversos cartões de estacionamento, é o seguinte: 1) Para o bilhete simples, e para o passe mensal, o período máximo de estacionamento é de oito dias consecutivos, salvo para o Auto-Silo para Visitantes P3 e o Auto-Silo para Residentes P7; 2) Para o bilhete simples e para o passe mensal, o período máximo de estacionamento no Auto-Silo para Visitantes P3 é de vinte e quatro horas consecutivas; 3) Para os residentes no campus que sejam titulares do passe mensal, a utilização do AutoSilo para Residentes P7 ou a utilização autorizada de outros Auto-Silos da Universidade de Macau não fica sujeita a período máximo de estacionamento; 4) Para os titulares do passe mensal para a Área de Lugares de Estacionamento Previamente Atribuídos, a utilização da respectiva área no Auto-Silo para Residentes P7 não fica sujeita a período máximo de estacionamento. 2. As tarifas são aplicáveis aos passes mensais e bilhetes simples, salvo nos lugares de estacionamento reservados ou com obtenção de autorização especial. 3. Quando o estacionamento contínuo do veículo no Auto-Silo para Visitantes P3 exceder o estipulado na alínea 2) do número um, será cobrada uma tarifa específica conforme as horas de estacionamento excedentes, sendo uma fracção de hora considerada uma hora completa (vide as tarifas constantes do Anexo I – Outras taxas). As tarifas são aplicáveis aos passes mensais e bilhetes simples, salvo nos lugares de estacionamento reservados ou com obtenção de autorização especial. 4. Findo o período referido no número um, a Universidade de Macau pode solicitar intervenção do Corpo de Polícia de Segurança Pública. Artigo 13.º Manutenção e Substituição do Bilhete Simples e do Passe Mensal 1. O bilhete simples e o passe mensal devem ser conservados em bom estado, de modo a poderem ser lidos pelos dispositivos instalados à entrada e saída dos parques de estacionamento, devendo qualquer utilizador, quando verificar que o bilhete ou o passe não se encontra em condições de ser utilizado naqueles dispositivos, comunicar, de imediato, esse facto à Universidade de Macau, a fim de que se proceda à sua substituição. 2. O extravio ou a inutilização do bilhete simples implica o pagamento da tarifa diária correspondente a 24 horas de estacionamento, com base na tarifa para visitantes. 3. Quem pretenda utilizar a zona de carga e descarga de mercadorias deve requerê-lo, com antecedência, junto da UM, a fim de obter a respectiva autorização. 2. O condutor deve obedecer às indicações dadas pelo pessoal da Universidade de Macau em serviço e estacionar, adequadamente, o veículo nos lugares devidamente identificados na zona de carga e descarga de mercadorias para proceder à carga ou descarga. 3. Concluída a carga ou descarga de mercadorias, o condutor deve retirar, de imediato, o veículo, da zona de carga e descarga de mercadorias. 4. A Universidade de Macau pode recusar a entrada na zona de carga e descarga de mercadorias a qualquer veículo que não tenha a autorização referida no n.º 1. Artigo 15.º Obrigações dos Utilizadores dos Auto-Silos da Universidade de Macau 1. Os utilizadores dos Auto-Silos da Universidade de Macau devem obedecer à Lei do Trânsito Rodoviário, à presente norma, à sinalização e às indicações dadas pelo pessoal em serviço nos Auto-Silos, nos termos legais. 2. Os utilizadores dos Auto-Silos da Universidade de Macau que não tenham dali retirado os seus veículos antes da emissão do sinal n.º 8 de tempestade tropical ou superior, serão responsáveis pelos danos assim causados. 3. Os utilizadores dos Auto-Silos da Universidade de Macau devem guardar adequadamente os seus bens pessoais e evitar deixar objectos valiosos nos seus veículos durante o estacionamento. Considera-se abusivo o estacionamento: 1) Para além do período máximo previsto no artigo 12.º; 2) Em lugares de estacionamento reservados; 3) De veículos não eléctricos em estações de carregamento de veículos eléctricos instaladas nos Auto-Silos; 4) Em lugares de estacionamento acessíveis sem estar fixado o dístico comprovativo da qualidade para esse efeito; 5) Em local que impeça ou dificulte o acesso de outros veículos a lugares de estacionamento, ou que, por qualquer forma, prejudique o regular funcionamento dos Auto-Silos; 6) A ocupação de vários lugares de estacionamento pelo mesmo veículo. 2. Em caso de estacionamento abusivo, a Universidade de Macau pode solicitar a intervenção do Corpo de Polícia de Segurança Pública, bem como pedir a esta autoridade para proceder à respectiva remoção, sem que o veículo tenha sido retirado pelo respectivo condutor ou proprietário. 3. As despesas decorrentes do bloqueamento, da remoção e do depósito do veículo, bem como os prejuízos daí resultantes, são suportados pelo respectivo proprietário. 4. A Universidade de Macau pode proibir a utilização dos seus Auto-Silos a quem infrinja o disposto na alínea 1) do n.º 1 deste artigo. Artigo 18.º Destino das Taxas As taxas cobradas de acordo com esta norma constituem receita da Universidade de Macau. O pessoal em serviço nos Auto-Silos da Universidade de Macau deve usar uniforme próprio e respectiva identificação, de modelo aprovado pela Universidade de Macau. 2. A Universidade de Macau é responsável pela elaboração e conservação em arquivo dos registos relativos à utilização e gestão dos Auto-Silos da Universidade de Macau. 3. A fim de administrar as instalações de estacionamento no campus, a Universidade precisa de recolher as informações relativas à matrícula, lugar de estacionamento e horas de chegada e saída dos utilizadores, bem como os dados pessoais do requerente do passe mensal, documentos comprovativos da respectiva habilitação de condução válida, do direito ao uso do veículo e da relação entre o requerente e o proprietário do veículo. Todas as informações pessoais recolhidas serão tratadas de acordo com a lei da protecção de dados pessoais e a política de privacidade da Universidade. 4. A Universidade de Macau assegura a higiene e a segurança, bem como a manutenção e a utilização dos equipamentos existentes nos Auto-Silos da Universidade de Macau. Nos termos do disposto no n.º 3 do artigo 3.º e no n.º 2 do artigo 6.º, ambos da Norma Relativa à Gestão dos Auto-Silos da Universidade de Macau, o Auto-Silo para Residentes P7 dispõe de uma Área de Estacionamento para Residentes e de outra Área de Lugares de Estacionamento Previamente Atribuídos. 2. Sem prejuízo do disposto no n.º 4 do artigo 8.º da Norma Relativa à Gestão dos Auto-Silos da Universidade de Macau, cada docente, funcionário, estudante da Universidade de Macau e pessoa autorizada pode ainda requerer um passe mensal para a Área de Lugares de Estacionamento Previamente Atribuídos. 3. A obtenção do passe e a selecção de lugares de estacionamento estão sujeitas à ordem de chegada, sendo cada período de arrendamento destes lugares de seis meses consecutivos. 4. O preço do passe é o constante do Anexo I: Tarifário. 5. Os valores cobrados não serão devolvidos. 6. Os condutores titulares do passe, depois de entrarem no campus através do controlo de acessos, situado na via particular da Universidade que fica próxima do Auto-Silo para Residentes P7, têm de se dirigir directamente a este, podendo apenas estacionar os automóveis nos lugares que lhes hajam sido atribuídos. Fora do Auto-Silo, têm de sair directamente da via particular da Universidade, através do controlo de acessos situado na via particular da Universidade que fica próxima do Auto-Silo para Residentes P7. 7. Se se verificar o estacionamento, pelos titulares do passe, em lugar que não seja o atribuído, ou em qualquer outro lugar, na área da Universidade de Macau, de forma irregular, pode ser proibida aos infractores a utilização dos Auto-Silos da Universidade de Macau, reservando-se a instituição o direito de fazer cessar, de modo imediato, a utilização do respectivo passe mensal. 8. Sem autorização prévia desta, é proibido utilizar as instalações e equipamentos no Auto-Silo ou entrar nos andares destes edifícios, destinados aos residentes. 9. Os titulares do passe devem observar o disposto na Norma Relativa à Gestão dos AutoSilos da Universidade de Macau, especialmente o disposto no artigo 5.º. 10. Atendendo às necessidades do seu funcionamento, a Universidade de Macau pode definir e alterar a delimitação e localização da Área de Lugares de Estacionamento Previamente Atribuídos, a quantidade de lugares de estacionamento, as taxas e o horário de abertura dessa Área, assim como as categorias de requerentes admissíveis.
